Kevin Costner is rumored to be circling the role of former U.S. President Bill Clinton in the upcoming political drama series United, which focuses on a UN mission to East Timor in 1999. This series will focus on when Clinton negotiated with Indonesian officials to de-escalate the conflict with the UN-backed independence movement.

Reports indicate that the project is currently in early development and is scheduled to be produced in association with the United Nations. Costner is going to executive-produce the series alongside Leonardo DiCaprio. With Night Hunter director David Raymond picked to direct and write the series, which will tell true stories of heroism and perseverance by humanitarians in pursuit of making the world a better place for all. Producers for United also include Appian Way, Onwards Studios, and Prime Focus DNEG. With Fifth Season serving as the distributor. It is widely believed that other cast members will include Chukwudi Iwujiย (Play Dirty), who would play UN Secretary General Kofi Annan. There are no other rumoured castings at this stage.

In 1999, East Timor rose after a UN-organised vote on independence. The area had been a Portuguese colony that was then invaded and taken over by Indonesia in 1975, leading to decades of violence and repression. By the late 1990s, Indonesia was weaker politically, so the UN allowed East Timor to vote on its future. Almost everyone voted, despite threats from pro-Indonesia militias, and the result showed a clear demand for independence. After the vote, these militias carried out brutal attacks, destroying buildings and killing around 1,400 people. The U.S., under President Clinton, then worked with other countries to help calm the situation, which is widely believed to be the plot of United.
